Phil Spector is a Visiting Lecturer in Law at Yale Law School. Previously, he served as the Senior Advisor to the Legal Adviser at the U.S. Department of State, and Senior Counsel to then-Senator Hillary Rodham Clinton (D-NY).  He has taught international law as an adjunct faculty member at Johns Hopkins University, and lectured on national security law and cyber law issues in classes at the University of Maryland Law School and Johns Hopkins University.  He also has served as a member of the International Group of Experts for the Tallinn Manual on the International Law Applicable to Cyber Conflict at the NATO Cooperative Cyber Defence Centre of Excellence.  After graduating from Yale Law School, he clerked for the Hon. Jon O. Newman of the U.S. Court of Appeals for the Second Circuit and the Hon. John D. Bates of the U.S. District Court for the District of Columbia, and practiced law at Boies, Schiller & Flexner LLP.  He also has served as Vice President of Strategic Initiatives at Johns Hopkins University, and runs a Baltimore-based consulting company that works with mission-based organizations.
