Inbar Pe’er is a clinical lecturer in law with the Peter Gruber Rule of Law Clinic at Yale Law School, where she helps lead the clinic’s work challenging federal overreach and supervises students on litigation and policy advocacy related to national security, federalism, and international law.

A recent graduate of the Law School, Pe’er served as student director of the Rule of Law Clinic, where she helped rebuild the clinic in 2025, and lead its work on immigration, national security, and separation of powers issues in 2025. Upon graduating, Pe’er served as a Liman Law Fellow at Governors Action Alliance (GovAct) from 2025 to 2026, where she supported governors across the country in defending fundamental freedoms through three governor-led alliances: Governors Safeguarding Democracy, the Governors Public Health Alliance, and the Reproductive Freedom Alliance. Her work at GovAct spanned a wide range of subject matter from vaccine policy to the National Guard, but was united in its focus on federalism, democracy protection, and the limits of federal executive authority.
