Cuihong Cai is a professor of international relations at the Center for American Studies, Fudan University. She received her bachelor of science (1993) and master of science (1996) in biophysics and her Ph.D. in international relations (2002) from Fudan University. Additionally, she holds a bachelor of arts (2001) in English language and literature from Shanghai International Studies University. Cai previously worked in the Foreign Affairs Office at Fudan University (1996–2001) and has held visiting scholar appointments at the Georgia Institute of Technology (2002) and the University of California, Berkeley (2007). Her research focuses on Sino-U.S. relations, information security strategy, cyberspace governance, AI governance, and cyber politics within international relations. She is the author of several monographs, including "Cyber Politics in U.S.–China Relations" (World Scientific, 2021), "Global Cyber Governance" (Fudan University Press, 2024), and "Cyber Governance in China: Balancing State Centrism and Collaborative Dynamics" (Routledge, 2025), as well as numerous articles on cybersecurity strategy and global digital governance. While at Yale, she will conduct research on global AI governance as well as the roles of AI and cyber governance in the context of U.S.-China relations.
