Zhengfan Pan is a research associate of the Paul Tsai China Center at Yale Law School based in Beijing. His primary interests are China’s technology law and policy, with an emphasis on AI governance, and U.S.–China economic and digital relations. Before joining the Center, he held roles in digital infrastructure finance and technology policy at the Asian Infrastructure Investment Bank, TikTok/ByteDance, and the U.S.–China Business Council. He holds a master of global affairs from Schwarzman College, Tsinghua University, as well as a master of information and data science, and a B.A. in legal studies from the University of California, Berkeley.
