Matthew Bugher

Matthew Bugher is a Schell Center Visiting Human Rights Fellow at Yale Law School and the Research Director for the Myanmar Human Rights Project.

With a long-term focus on Southeast Asia, he has researched abuses by state security forces, violations of fair trial standards, refugee policies, threats to human rights defenders and restrictions on freedom of expression, assembly and movement. He has written reports for the Harvard Law School Human Rights Program, ARTICLE 19, Fortify Rights, the International Commission of Jurists, Amnesty International, and the Aegis Trust, among others.

From 2018 to 2021, Matthew was the Head of Asia Programme for ARTICLE 19. He has also held posts as Amnesty International’s Thailand Researcher and Justice Base’s Acting Executive Director. Matthew was formerly an adjunct faculty member at Thammasat University's School of Global Studies and a research fellow and clinical instructor at the Harvard Law School Human Rights Program. He holds a Juris Doctor from Harvard Law School.
