Ying Sun is a professor of law at Sun Yat-sen University in Guangzhou, China, where her research and teaching focus on Chinese constitutional law, people’s congresses, judicial reform, and legislative systems. Professor Sun is a leading scholar on China’s system of people’s congresses, and her latest award-winning book, "Rules of Procedure of Chinese People’s Congresses: Theories and Institutions" (2020), was the first in China to conduct a comprehensive survey of the congressional rules of procedure at both national and local levels. Professor Sun has also authored or coauthored chapters in books such as "Routledge Handbook of Asian Parliaments" (2023) and "Transparency Challenges Facing China" (2019) and has published in numerous journals including the China Quarterly, Journal of Contemporary China, Asian Survey, East Asian Studies, American Journal of Chinese Studies, Journal of Comparative Law, and Hong Kong Law Journal. As an expert consultant to the National People’s Congress and various local people’s congresses, moreover, she has submitted reports and advisory opinions on a variety of draft legislation. Professor Sun holds a Ph.D. from the University of Hong Kong Faculty of Law. At the Paul Tsai China Center, she will undertake comparative studies on the legislative rules of procedure in the United States and China, with a focus on the procedures for reviewing the constitutionality of bills, representative-constituency interactions, and public legislative hearings.
