Matthew Berry is the General Counsel for the Office of General Counsel of the United States House of Representatives. Mr. Berry joined the Office of General Counsel in February 2023. He was most recently a Partner at Akin Gump Strauss Hauer & Feld LLP in Washington, D.C. Mr. Berry previously served as General Counsel, Deputy General Counsel, and Chief of Staff of the Federal Communications Commission. He has also served in the U.S. Department of Justice's Office of Legal Counsel and Office of Legal Policy, where he earned the Department's John Marshall Award for providing legal advice related to counter-terrorism policy. Mr. Berry was a law clerk for U.S. Supreme Court Justice Clarence Thomas and Judge Laurence Silberman of the U.S. Court of Appeals for the District of Columbia Circuit. He also previously served as a staff attorney at the Institute for Justice. He received his A.B. in Government and Economics from Dartmouth College, summa cum laude, and his law degree from Yale Law School, where he was a member of the Yale Law Journal.
