Dolphin v. McHugh

The clinic represents William Dolphin, a disabled Vietnam combat veteran awarded a Purple Heart. The U.S. Department of Veterans Affairs (VA) has refused to provide vital medical care to Mr. Dolphin on the ground that his bad conduct discharge renders him ineligible for care. On behalf of Mr. Dolphin, the clinic applied to the Army Board for Correction of Military Records (ABCMR) to request that his discharge status be upgraded. The ABCMR staff rejected the application, and the clinic has filed a federal lawsuit to review the administrative denial of his application to upgrade his status.
